Fastest would be 1/8 Circuit. Nitro or 6S electric are probably similar.

Fastest 1/10th would be a Pro10. 235mm, foam tyres, open motor.

Slowest would be the modern F1 cars. Narrow, with crap rubber tyres, slow motors, it would be hard to design something slower.
