Check out this pict

Drill out the two holes at each end to allow a button head screw to pass through the deck. On the steering post put an o-ring under an upside down countersunk washer with a button head screw, tighten equally.

Requires 6 button head screws, 2 o-rings, 2 washers, and a way to drill the deck.
