Actually, the first full scale hovercraft was built by an aircraft company, Saunders-Roe, I believe. And it had aero engines. When it first came out, there was some technical/legal confusion as to whether to classify it as an aircraft or a boat. The (british) navy said it was an aircraft and the air force said it was a boat.

Hopefully that should make things even clearer.
