The framerate will be higher. I have meassured about 280Hz with telemetry and w/o 333Hz. Latency I do not know but I expect it will not be different.
Latency itself is how fast the information from finger to servo is transmitted. This steady latency makes the movement predictable and you will get used to it.
Framerate will give you a variable latency, The lower the framerate the wider the window of that variable latency. This variable latency makes the movement of the car less predictable so you want an high framerate.
As a good example take an old 27/40/72mhz transmitter. Because there is no processor and calculations involved the latency is very low (lower than 2.4GHz systems) but because of the framerate is just 50Hz your (extra) latency can be between 0 and 20msec.
