Primarily it's used to keep droop the same when moving the shock locations around. On the front arms, you should use the long eyelet on the outer hole to keep a similar amount of downtravel/droop to a short eyelet on the inner hole. On the rear, if you are running 2 degrees of anti-squat, the long eyelets on the back of the arm will produce similar droop to using the short eyelet on the front of the arm since the arm is angled and the mounting holes are at different heights.
