The instructions do have LED troubleshooting tips and it says if Red and Green LEDs are solid then esc is not getting signal from the receiver. When programming did the LEDs change status according to the instructions when applying throttle, reverse, etc? If not then you’re not getting received signal to the esc. Double check the esc wire for breaks and continuity test if you can. Also double check the esc wire is plugged into the receiver properly, signal towards the inside of the receiver.

Other tips for esc calibration. Make sure throttle trim is set to neutral. If you have epa, set throttle epa and brake epa to the maximums. If you have done these without success, try reversing the throttle channel, some radios will only calibrate if reversed or not reversed.
