Plus it would lead to all kinds of fights. And since
nobody would even acknowledge it was their fault any more (you'd no longer even get a "sorry" - yes, I know there's morons out there who don't do that even now - but it's not
everyone yet), so next there'd be mandatory surveillance-cameras. You'd probably end up with lawyers going to court on these (at least in the US)...
I don't think anybody would like the results of such a rule.
