Depending on what rules you run under, motor cooling isn't allowed such as you're looking at. If it was we would all break out our old peltier units from Malcom the cool can man.
You can still use your peltier units to cool your motors faster after a run to room temperature and above. You just can't go down under room temperature though, besides some of the racers will endup pitting in the cold side of the racing facility anyway, giving them an instant advantage, specially if they have their desk fans on at all times....
