The obvious immediate issue with that would be that introducing more restrictive rules would outlaw some motors that some people are already using. They'll either need to pony up more cash just to be legal, or racing while complaining about rules getting in the way.
I think a motor rule would have to made for next year. I think this kind of problem could be the same in VTA.
