Some people set needle settings by turns out from bottom or by turns in from flush... both ok, but not quite as accurate.
Home Depot or your favorite tool shop has digital calipers for $15-$30.
I find it to be a priceless tool not only for needle settings, but for droop measurement, linkages, shock lengths, measuring out screws and shims... don't know if I could wrench on a car without it.
