Default Seized and stuck, any difference?

Hey guys,

So I got rid of a TRX 3.3 Motor on Ebay and the buyer is complaining. The motor's flywheel would turn, but with some force. As far as I know, a seized motor is one where the flywheel is not turning. Not nitro savvy, thought I might come here. Heres the ad post:

"Up for sale is a Traxxas TRX 3.3 Nitro Motor. Used, doesn't have carb or glow plug. Not seized. No reserve, shipping to Con. US 48 only. Happy Bidding!"

Heres his response:

"Just received motor. Very upset, add stated not sized. This thing is really hard to turn by hand, really hard. I don't think it will run.
I thought I was buying a good used engine like the add said. What can we do about this?"
