Don't know about foam tires and toe in/out but for my f-one 2014 and my f-one 2016 on rubber tires I definitely need a fair bit of toe out to make it less twitchy and stable at speed.
My suggestion is to try it yourself. It's an easy setup changeable makes a huge difference.

For foam that might be the case although I've run 1/12th scale on and off for almost 30 and never ran toe out. Toe out on rubber tire cars makes them twitchy.
