I can't say for sure. It's not just the track but driving style as well. Maybe the best answer is just try to be smooth and not push so hard. You'd be surprised that your lap time might decrease even though you feel that you are being slower.

I do run on a different track in Taiwan. Smooth flowing but no VHT. At this track, 37 and 40 seems to work best. But aside from the tires, my 2 car setup is pretty similar. I use the kit spring (black front gold rear) but I have less toe in in the rear (as little as 1 degree). Shock oil depends on traction. I would run thicker oil (up tp 800) when traction is good and as thin as 400 otherwise.
