Can anyone clarify for me where the ride height measurements are being taken?

I built the heave dampers exactly to spec in the manual, when measuring ride height per the instruction manual I can barely squeeze out 5.5mm in the rear and 5mm in the front with the ride height at almost the highest adjustment.
