Default Do sensor boards just GO BAD?

I bought a motor on here last week with 15 min of run time on it. Super clean looking motor upon arrival.The seller said he checked it before packaging up. Being its a Novak 25.5, I wanted to check the timing and amp draw before mounting it in my F1. On the Gforce motor checker, I get no A,B or C leds lighting up when rotating the armature by hand. It will run the motor in the KV mode, but slow. It won't run the motor in the timing mode.
I believe the seller saying it worked for him, so do these boards just work then go bad? If so this would be my first.
