Your incorrect there, as the bearing is captive, and not close to the top deck even as it is in the 16. The layshft has not been lowered, just material removed from the the top of the holders.
On the 16 the bearing touches the top deck. After some use there is even a small line grinded on the bottom of the top deck where it touches the bearing.
I think they created another option by just lowering the holders - you can either shim the topdeck or add shims and screws to the layshaft as before. Plus now you can leave it without screws and shims, where it only touches the bearing which probably offers something in the middle in terms of flex.
