+1 on Jonny's suggestions. I just recently went from using one 1mm spacer on the rear top deck tensioner to using two 1mm spacers. It made a huge difference. make sure the rear belt tensioner on layshaft bulkheads is at its loosest setting being all the way down.
Front tensioner is not needed however if you want it on just add a 1mm spacer.

I have heard people using a little Eureka pro lube their belts, thus rubbing a very little into the belts and letting sit for 1 to 2 hours, then wipe off any and all remaining residue. Its basically conditioning the belts.
