Yeah that's how it works. It's pretty much the only way to distinguish classes when the chassis and surface are the same.

Why? It isn't a novice class.

No but there used to be a spec for a "stock" class motor. It was the $28 locked timing "tamper-proof" 28 turn motor. You don't want to use the term stock? Why not? You want to attach another arbitrary term to it in place of stock (novice).
Do you know where the terms stock and modified came from in the RC world? There was A MOTOR. You could run it as-is or re-wind it for more power. If you left it as-is it was stock and slower. If you rewound it you had now modified it. They still call NASCAR "stock cars" as well. Do you write to NASCAR and tell them to stop calling them that too? Things evolve but that doesn't necessarily mean you have to change the name all the time (which is part of your complaint).

What motor give you the best performance for the track conditions? In a power to weight scenario, which motor pushes your car down the given configuration optimally? How heavy does the car need to be to make your motor work the tires properly? Lighter isn't always better. It might be faster, but the pipe at the first corner also might have your name on it. Again this isn't about slowing 12th down or speeding it up. You need to teach people how to race it first.
Maybe at the core there is a good bit of truth here but A) nobody wants to learn because they already know everything there is to know about everything and B) the ones who know like their deep dark black magic that gives them an edge.
I personally would LOVE to run a 6.5T "sportsman" mod class. I think it would be fantastic and tons of fun - but as I stated previously (and others have as well) a big problem is too many classes. and I'm not interested in supporting another class.

Holy hell don't say that in front of a big short course driver! Haha!
