Granted if someone is determined to cheat they will. Could be as simple as Cycling the battery after a suspicious or record setting run and seeing how many mah it takes to Discharge/charge. obviously too much hassle for club level racing. However for higher levels of competition Cars can be "teched" its not hard to imaging if you had a 4400mah battery and put 4800mah into it after a 8 minute run. Maybe there had been some tampering. and I'm sure you could also argue that a 7000mah battery shoved in a 4400mah case would provide a better voltage through a run. But again, can be cycled after a run to determine the battery capacity.
As it stands now, we are essentially approving a plastic box with a sticker on it. No-one can tell exactly what the plastic box contains.
(I know VTA limit the lipo capacity, but to be honest that is a waste of time as the over a certain capacity the start to weigh too much and unbalance the car)
At the least the motor is easier to check if there are any doubts
