What I read is that the motor wind will be caped at 6.5, but I don't see any blinky rule.
Anyway IFMAR will stay at open mod. I like to believe that this step will bring more people
to run 1/12 mod, but on the other hand why these people not running now the 6.5 motors in 1/12 mod?
