Pan Cars have NO Inner - so yes 1:1 (direct drive)
I ran an oval pan car this past weekend with a 1 cell lipo (3.7v) and a 21.5 brushless motor in "blinky" mode with short foam tires -- geared with a 78 tooth spur gear AND a 78 tooth PINION gear -- 1:1 x 1:1 and it was STILL SLOW.
