Yes and no.
Spec motor pan car racing is different from other forms in that there is less speed difference between your straights and corners, we carry more speed but dont have the 2s power to get us down the straights. Because of this the low end of the motor is not as important as it is in, say, touring car or especially offroad where corner speeds are much lower and require the motor to have effective low-end torque to pull the car out of the hole. It's almost like oval racing, in a way, but is its own blend.
Overall, any motor that is a 'good motor' and makes good power on 2s will be a decent 1s motor, but when running 1s you may want to try a few more degrees of timing, a different rotor, or something along those lines to have it be optimal. One thing that I found was that a few older motors that I ran 2s with that were smooth and seemed to be able to 'wind out' a bit more and stretch the speed at the end of the straight made great 1s motors, smooth and high RPM for the voltage. The D4 1s was found to be just a great motor overall, the Team Scream 1s probably is as well, but is their own blend they found through testing. I don't own either of these motors, but have seen them go pretty fast in 1/12 scale.
