Yes, the CE comes with the Medium and Hard plastics minus the Hard side rails. So two sets of arms, hubs, the front chassis plate and top plate...
No reason the Hard parts can't be used on a clay track, it's all tuning options. I like the Hard parts because of the added stability. Although, on a lower bite track I might go all Medium parts.
