Item 1 already exist. It's called Live RC and MyLaps. They both have this feature and/or apps.
Item 2 can be done but MyLaps wants your left testicle for one loop and most tracks can barely afford one.
Item 3 was done in the old NiCad, brushed motor days and used only in the braking phase to put a load on the motor. It never amounted to much other than brakes.
