ESC's never NEEDED to be approved when ROUND CELLS were used - the 4c version of the GTB came w/ NO Heat Sink or Fan (because 4c rounds cells didn't need it) - there's wasn't really much else that was different, other than I believe the wires were hard soldered instead of plugs for the small wires.
Most of us who ran the "Regular" GTB had covers made out of 1/8" aluminum and removed the heatsinks and fans.
That's because brushed motors and ESCs worked a lot differently than brushless motors and ESCs do. With brushed motors/escs you couldn't advance the timing of a motor in the ESC like you can with brushless motors/escs. That was all previously taken care of in motor regulations. But now that timing is adjusted in the ESC we have to have an approval process for ESCs as well.
