Since I got this unit, I have made about 150 pulls on it without any fuse issues. These are all 21.5's and 17.5's.
nobody typically cares about mod classes - you usually have more power available than you need or, for 90% of us, can handle.
The spec classes, 21.5, 17.5 are the ones where extra oomph can actually help. It is more than just finding the peak output - for me it is more about the science of matching your motor to your car and track so that it makes the most of its available power (ie: fast) as efficiently as possible (ie: not melting).
