I briefly had a 12R5.2 and it had the same tendencies as the Roche. I have also driven an X12 '15 and a VBC in inline and they felt like they had a ton more steering but they also had the rear way freer than I like - snap levels at high speed...but the cars turned if you didn't over-do it. The only other caveot here is that te SM is a 17.5 car and the Roche is a 13.5 but that shouldn't matter here because corner speed should in theory be the same. We got something to work with. Have you tried adding max dynamic caster and a little more static? The extra static will take away some of the low speed over steer and the dynamic should make it smoother through the middle of the corner. The extra static will also have more high speed steering.
If you post a set up on here I might be able to shed a little light. I have not run a Roche car, but it is similar enough to our car that I could offer some advice.
