Should work when switched on.
I would not use it when it's not running. Measure the output from the fan port with a multimeter. Should read around 6V (I thought).

Do not run it unless your run a 13.5 motor or something. Otherwise you can seriously damage the esc. Have seen it happen few times with a LRP Flow Works (=Nosram Comet)
