offroad is popular because people can bash their rigs and race their rigs. with onroad you are more likely to be stuck with just racing. so offroad is just going to be more popular... therefore more tracks will be set up for offroad.
all the entry level kits I see marketed to kids are offroad (see Traxxas). that's not going to help the onroad market at all.
have you looked at the price of commercial real estate in the DMV? how they can afford to support that amount of sqft with just weekend races i'll never know. it would cost a fortune to develop an onroad program.
