A better charger? Yes, there are better ones and there are adequate ones.
As far as a better charge? Electrons are electrons... Unless someone figured out how to change the charge on an electron, a charge is a charge.
The only real differences you'll find between a 'good' charger and a 'better' charger are more sensitive components that can detect smaller differences in the charge of each cell. You're essentially filing a 2 (or more depending on the number of cells) buckets of water after they're empty. The cheap charger might measure the height of water inthe bucket with a ruler, the more expensive might use a flowmeter, scale, or caliper.
