on my 13.5 i don't have enough steering i would have to let off to make sharp turns but the 17.5 is ok and not that much slower.what am i doing wrong

Where in the corner is it lacking steering?
How much of the front tire are you doping? I know folks have had success with the xh fronts in 13.5 in the past, myself included, but they do lack a bit of steering compared to using a blue or magenta front. Good thing about xh front is that it is wicked easy to drive, even when the bite is high.
I don't know that I agree with the damper tube change. I would think about where in the corner it is lacking steering and then look at caster and/or front tire. Just my thoughts.
