17.5 1/12 scale with a hand out motor sounds like a better idea than a spec tire to me. It also brings in another sponsor for the race to showcase their products. I would cut down motor tech time and give racers in that class time to focus on other things. Maybe all "stock" classes should be handout motors and the only motors that would need to be run through tech would be mod classes..... that opened up a can o worms didn't it.
