The 80A turbo model that you posted is ROAR approved. I'm running one in my vta car (bought it a few weeks ago before it was approved). I also have the 120A version, but it is not ROAR approved, likely due to the existence of the gen2 model.
I ran the 120a gen1 version in 17.5 blinky, and I really liked it. I replaced it with a hobbywing justock to be roar legal. The 120 is now in my 4wd sct running a 5.5t 550 motor, and it works great. Awesome value.
The 80a version in my vta car doesn't feel as crisp, but it likely has more to do with the higher weight of the vta car, the taller gearing, and 21.5t motor.
For new racers on a budget, I'd definitely recommend the trackstar motors and 80a esc.
