Completely dark room and a small flashlight or led light. Set up camera on a tripod and put in bulb mode so you can open up the shutter for a longer period. Open the shutter and use the light to "paint" over the car. You can use multiple colored leds and layer them one on top of another. It looks really cool when you get it right.
