Question about sway bar adjustments.

Is the primary adjustment mechanism (ie: the one to do first when the left right balance is out) the hex head ball of the vertical link(BC4), or is it the stabiliser end(BC28), moving the bar in/out and changing "length"

Obviously if the bar length isn't close to even it will never be right, but how important is this? The upright hex ball is the much easier one to adjust as well obviously!
