Im sure he's talking about the spacer in between the steering knuckle and the c-hub. In the kit instructions the spacer goes below the knuckle, therefore the knuckle is in the upper position, you put the spacer above the knuckle and it puts the knuckle in the lower position. If you already knew that however, I'm sorry I can't help you any further, I only know what it feels like on the track, not what it actually does with the geometry.
