There is no true scale to rate "C's" it's, to each his own, by manufacturers.. so yes C rating is impacted by IR, but it is not solely based on it. C rating is the maximum safe discharge rate assigned by the manu or reseller.
I'm not sure whether connecting two packs is usually parallel or series ... If I were to connect two packs (typical layout two plugs from esc connecting to two separate packs), would my run time double (i.e: 5000*2 = 10000mah)??
