I'm not sure exactly what they were measuring but at tech inspection they hooked clips to the A side and the C side of the motor and measured something. I asked what the limit was and they said 21.6 for stock 17.5 is the limit. Anything lower was illegal. Then they placed a sticker on the motor with the readings.
