Yes. But, you can minimize the reduction of speed by changing some of your setup on the car like springs, tire compounds, caster, camber, etc. Don't forget that if you have more turn in, you may also go into an over steer condition so changes at the rear of the car may also be necessary to maintain overall balance in the car.
