Never never tune a nitro engine by temp, never. Tune it so you have a visible light smoke trail all the time and the engine responds fast to throttle changes.
With it being 20 deg outside you would have to run the motor dangerously lean in order to get the motor to warm up.
Will I think that might be his problem he might be too lean of the lsn or the idle gap is too big. Make you idle gap about .7 the size of you credit card or most paper clips. You say you kept tuning the hsn only. Now is this a broke in engine or you are still trying to break it in.
