Default Mini brushless motor choice

Ok Tamiya has changed the rules on the Mini class.
The motor must be 21.5 brushless now.
I installed 21.5 Thunderpower motor and a Hobbywing pro ESC (vers. 2.1).
I am running max timing on the motor and 508 blinky software.
My car is now much slower than other mini's.
I am being past my a Novak ballastic 21.5 mini.
Anybody have any ideas as to how to get my mini more competitive?
Maybe Granpa with help with a better motor suggestion?
I have tried different rotors in the motor, but It made only a slight difference.
Basically I am being passed on the straightaway, but not in the infield.
I think my suspension is about as good as it gets, although Granpa may disagree with that.
