Assume the 3.8V you are seeing is after running, then you are measuring the voltage? The voltage will be pulled down by the load of the RC when the cut off kicks in, and will recover back up after stopping (sometimes called resting voltage).
How much the voltage is pulled down depends on several things, what RC, motor, and gearing? And what condition is the lipo in? An older or less than well maintained lipo with high internal resistance will have a lot of voltage drop.
