If both want a bigger track keep attendance up on the offroad side AND get more onroaders showing up, and both will probably get a larger track. For now I say to work on scheduling and maintenance of both tracks and leave well enough alone.
I see you also live close to the track so your in the same boat as me. I love going over to HS and running the 2wd buggy on the small track. However how far would you really drive week after week for a 13s track? I talked to a few guys about HS at loganville the past couple of weekends and that was their main reason for not going, just too far of a drive for a small track, and that's not counting the ebuggy guys. Even in below freezing weather and with other bigger events going on, we still had 2 full heats of ebuggy at loganville last weekend.

Racing would improve on a larger track to get people spread out a bit and have more passing lines. I've been lapped during a qualifier before I even crossed the loop one time.

Short tracks have their upsides as well, creates some intense racing, but can also get frustrating and make people burn out.
