Replaced the sensor wire and it was the same, when I got home I put the 0-10 Black timing board back in and the cogging is gone.

What causes this issue anyone had it before??
I have seen this problem before. The leads soldered into the timing board are barely long enough to pass through the PCB and don't get soldered very well.
You can press the 2 PCB's together while re-soldering the posts and this may fix your problem... it did for me. I wish they would leave the pins long so they could get soldered properly and then clip off the excess. simple soldering 101.
