It's the other way around... the DSC 3.5mm cable doesn't charge the radio, it only receives signal input through the yellow wire, there are no power leads included in the coax.
Once you cut the "Mini-USB" cable (which is used to charge the radio), only the white signal wire is used and the Red (+5v) wire is not connected to the "USB Simulator" hence the charging capability is disabled.
You'll need to have an extra "Mini-USB" cable that isn't altered in order to charge the radio separately from the custom "USB Simulator" cable. Otherwise buy an adapter like this to switch between modes of use:
