For carpet Tamiya Type-C with the Tamiya Blue insert is a good starting point. Build up a set and see what they do based on your driving style / track condition and adjust insert based on results.
I made the switch from Type-A's on carpet to Type-C's when they were first released and have not looked back. The Type-C's in GT1 & GT2 worked pretty well the last two years at my local event
