Try it on a fully (or close) charged pack. You may have been close to storage voltage already so it didn't get to a high amperage discharge rate.
With my PowerLab even if I set it to 10a I will only see 6 or so amps when just using the charger itself. To get more than that I would need to hook up to a car battery for a regenerative discharge.
