Since you have checked the shocks themselves, and everything is identical and correct between the two actual shocks.....that only leaves the actual mounting position of those shocks.

mount them back on the car, and be sure they are in the same holes (inner/inner, etc) and check it again.

I'm betting the mounting position was causing the issue.....
Are you sure one of those isn't a front spring?
