lower shock collar being different on one side
shock eyelit not being screwed on all the way on one side
Left shock mounted in inner hole on arm, right shock mounted on outter hole on arm

Since you have checked the shocks themselves, and everything is identical and correct between the two actual shocks.....that only leaves the actual mounting position of those shocks.

mount them back on the car, and be sure they are in the same holes (inner/inner, etc) and check it again.

I'm betting the mounting position was causing the issue.....
