Well here's a video of our race this past weekend with 21.5 motors. If you watch closely even the well handling cars are a bit scary on the long stretch of our track. I wouldn't want to put any more power into the car than it has with a 21.5 on our track. Now in a big open parking lot for straight line runs more power will be fine...provided you have enough traction. Even then I think a 13.5 is going to be on the edge.
