The problem with forcing someone to run something slower in novice is that once they move out of it, they'll have to buy all new electronics (a motor at a minimum).
That is the problem these days and it is killing the sport !!!!
We have to sell the novice expensive electronics just to race these days ...

60C battery = $80
Brushless ESC =$180
new racer will still has to buy radio , car & tires ...
Total ???? $600 plus
No novice will understand why he has spend
all that money just to race a R/c car ....
Instead ?
Lets tell him we have a $200 RTR designed for sportsman and he will buy & join the fun ...
Let the novice that is ready and has experience buy all the brushless & LiPo when he steps up to 17.5 spec...
